Housing needs are determined through demographic and economic analysis, which includes factors such as population growth, household composition, income levels, and housing market conditions. This analysis helps identify current and future housing demand and gaps in the housing market. The county is currently developing a separate Affordable Housing Plan. This plan will include an in-depth housing needs assessment and an education plan. The findings of the Affordable Housing Plan will be incorporated into the Comprehensive Plan. The housing element addresses affordable housing by developing policies and strategies to increase the availability of housing that is affordable to low- and moderate-income households. This may include recommending tax incentives for residential developers, nonprofit partnerships, density bonuses, and other zoning changes to support affordable housing development.

Cochise County faces several housing challenges. This includes affordability issues, housing shortages, substandard housing conditions, and the need for housing that accommodates diverse populations. More unique to Cochise County is the issue of "zombie subdivisions." Zombie subdivisions refer to residential developments that were platted but never completed. Most are without essential utilities like water, sewer, and electricity. Due to their small lots, each lot may not have enough space for septic systems or other utilities required for functional for residential use. These issues represent some of the most significant housing issues facing the county, which will be addressed in the Comprehensive Plan Update.
